The Icon Editor Shipped with LabWindows/CVI 9.0.1 Returns Error -14 and Does Not Run

How Do I View a Menu on a Panel at Design Time in LabWindows/CVI?
Menus created in LabWindows/CVI are stored in a .uir file along with the user interface panels they appear on but are typically loaded onto these panels at runtime. As such, they are not readily visible at design time on those panels but are instead accessed by a menu selection in the environment.
